这个题目我们会想到两个雅思非常常考的题材：人权和教育内容。教育本来是非常常见的题目，但是这个题目综合了罪犯的问题，这个群体是属于弱势群体，我们看到这个题目都要考虑他们的权利的问题。还有就是西方国家对于犯罪的人经常都是考虑如何感化和惩教，并不是强调如何折磨他们，这些人出来之后对社会有用，也有赖于服刑期间的教育和培训。最后就是为了这些人出来的谋生，职业培训不但是对他们好，也有利于社会的稳定，避免他们没有出路再度去犯罪，或者被人群疏远。

具体来说，各段的内容可以这样写：

1.谈论双方的看法，有人认为罪犯就必须被隔离和惩罚；还有人要求给予他们机会去学习和培训。

2.同意后者，首先点出接受培训也是罪犯的权利，不能因为犯罪而完全剥夺这种权利。

3.其次还因为，培训他们可以避免出狱后被其他人疏远和隔离，造成矛盾；还可以帮助他们谋生，减少再次犯罪的几率。

4.总结，呼应开头。

Criminals are usually seen as outcasts of society, in some cases, they are even treated not as human but as some beast-like creature, ignoring the quality of their crimes ,no matter these crimes are insignificant or felony. Some hold that these people should just simply jailed, without any mercy and further preparation for their life away from jail. Many others find themselves against this practice, for they feel very important to train these poor people how to survive outside the walls and thus lessen their chances of falling again. I am for the latter opinion.

What we cannot ignore is that criminals are also as humane as us, they also have rights for human to some extent, and they are just different for their former misbehaviours and therefore fewer rights. Training should not be deprived from them. They have lost the freedom physically; we shall not eliminate their freedom even mentally, which is quite tyrannical even to felons.
Another factor that criminals should even be encouraged to learn something new, especially for their jobs is that a mastery of certain skills to make a living can significantly reduce their possibility to fall in crime again. Many crimes root from poverty, the best weapon to fight poverty is to give them some practical skills. The training in prison can give them both lessons and repent simultaneously and without hurting either part.

 Thus, we have many reasons to support the latter and no reasons for the former. Never trample people’s rights more than they deserve. Giving them more is to harm the society less.
