At Work
Legislators and senior government managers and officials work in national, provincial, territorial and local levels of government. Senior managers outside of government are employed throughout the private sector.
Legislators enact, amend or repeal laws and regulations at the federal, provincial, territorial and local levels of government.
Senior government managers and officials plan, organize, direct and control the major activities of government departments, boards, agencies and commissions. They establish the direction of their organizations according to policies made by elected officials and legislative bodies.
Senior managers (other than government) plan, organize, direct and control the major activities of their organizations. Working alone or with a board of directors, they establish policies to direct their organizations.

Education, Training and Experience
People in this group have different educational requirements, depending on their position. Most recent entrants have a community college diploma or a university degree.

Legislators are elected or appointed.
Senior government managers and officials usually require a university degree or college diploma and several years' general managerial experience. They may also need a graduate degree in a related field.
Senior managers (other than government) usually have a university degree or college diploma in a specific or a related discipline, as well as several years' managerial experience related to their area of work. They may need to specialize in a particular area and obtain a professional designation.

32% of legislators and senior managers are senior managers in goods production, utilities, transportation and construction; 24% are senior managers in trade and broadcasting; and 21% are senior managers in financial, communications and other business services.
7% of legislators and senior managers work part-time, well below the average of 19% for all occupations.
12% of legislators and senior managers are self-employed, compared to an average of 16% for all occupations.
40% of legislators and senior managers are women, compared to an average of 45% for all occupations. The proportion of women in these occupations has increased significantly over the last 10 years.
The unemployment rate in these occupations averaged 4% from 1994 to 1996, well below the average of 6.7% for all occupations.
Average earnings of year-round, full-time workers in these occupations in 1995 were $44,500, well above the average of $35,700 for all occupations.
Persons 15 to 29 years old make up a small proportion of new hires in these occupations, indicating that these are not usually entry-level positions.
The separation rate in these occupations is low, indicating that workers tend not to lose or leave these jobs.
Employment in these occupations is not very sensitive to overall economic conditions and is not seasonal.

Competition for senior management jobs will be intense as a large number of middle managers in an ageing work force seek to move into senior positions.
Labour requirements in these occupations will increase through 2001 across a broad range of industries, with the largest growth occuring in professional services and services to business.
